City Light & Power (CLP) is the successor company of Simmons Electrical Corporation (SEC), which was incorporated in 1977 and performed over $250 million in electrical engineering and construction projects throughout the western United States. From 1990 forward the corporate focus has been to own, develop, upgrade, construct and maintain overhead and underground high voltage distribution systems, street lighting systems and generation facilities. City Light & Power performs a full range of professional services including design, engineering, system studies, financing, construction, and operation and maintenance of electrical utility systems.
CLP has been awarded several utility privatization contracts with the United States Federal Government including March Air Reserve Base (MARB) in Riverside, CA, Travis Air Force Base (TAFB) in Fairfield, CA and Aberdeen Proving Ground (APG) in Aberdeen, MD. CLP is responsible for the overall ownership and operation, maintenance and renewals and replacements of the electrical distribution system for the duration of the 50-year contracts.
CLP is also involved in Municipal contracts for electrical distribution with the City of Pasadena Department of Water & Power (PWP) assisting the PWP’s crews on various electrical distribution projects around the City. One such project is the reconstruction of their overhead system after the wind storm of 2011 that left nearly 6,300 customers without power. CLP also performs work for other municipalities such as the City of Anaheim, CA and has also completed several projects for Southern California Edison. In addition, CLP is engaged with the cities of Long Beach and Lakewood, California with two separate public private contracts for street lighting. As part of these contracts, CLP invested over $32,000,000 to upgrade these utility systems to more energy efficient and reliable networks. The programs consisted of system assessments, financing, design, engineering, conversion, operation and maintenance of approximately 40,500 street lights and associated power equipment servicing 570,000 customers. CLP receives over 500 monthly calls to our 24/7 call center from local police, fire department and residences on various matters concerning utility knockdowns, storms, area blackouts, and other cases regarding our utility poles, wires and system equipment within our territory. In CLP’s continuous efforts to be environmentally friendly, CLP financed, designed, engineered, and installed a photovoltaic (PV) power plant for the City of Lakewood’s Water Department. The water tank PV system supplies power to the water department’s pump motors to supply water to the city constituents, parks and government buildings. The PV 250kW grid interactive system is connected to the utility grid and converts solar energy into electricity using 1,342 PV positive ground modules that are mounted on the roof of the city’s main water tank. CLP designed a first of its kind “green” solar backup system, which provides solar power to the facility in the case of a utility grid blackout. The innovative design prompted the city to engage CLP in constructing another PV system on a maintenance building in the same location.
